Since launching its first program in Morocco in 2013, it has expanded to 10 countries across the continent and aims to expand to all 54 of Africa’s countries in the next ten years. To date, CorpsAfrica has hosted hundreds of volunteers across Morocco, Senegal, Malawi, and Rwanda, who have completed over 800 projects, including building wells, schools, roads, and irrigation systems; establishing literacy programs; and supporting vegetable and livestock farms.
OVERVIEW OF THE POSITION:
CorpsAfrica/Rwanda is seeking a highly skilled and motivated Monitoring and Evaluation (M&E) Specialist to lead the design, implementation, and oversight of the national M&E framework for an expanding volunteer cohort of more than 160 members. This position responds to the rapid growth of the Rwanda program and the increasing scale of community-based projects, creating a need for a dedicated professional to ensure timely data collection, quality assurance, analysis, reporting, and informed decision-making.
The M&E Specialist will develop and operationalize M&E systems, customize data collection tools, and ensure compliance with donor and Global Support Office (GSO) requirements. The incumbent will build the capacity of staff and volunteers, conduct data quality assessments, maintain robust data management systems, and strengthen engagement with government, donors, and community stakeholders to support sustainable impact. This role requires a strategic thinker with strong analytical expertise and proven experience managing complex M&E portfolios for a large program.
CLASSIFICATION: Full-time, Fixed-Term Contract (1 year, renewable based on performance and funding)
LOCATION: Rwanda
REPORTS TO: Country Director / Designated Program Manager
SPECIFIC RESPONSIBILITIES:
1. M&E System Leadership and Strategy
- Lead the design, implementation, and refinement of the national M&E Framework in alignment with the Country Strategic Plan.
- Provide technical oversight and coordination of M&E activities to monitor volunteer performance and community project outcomes across multiple thematic sectors.
- Ensure all M&E processes support accountability, learning, and program improvement.
2. Development and Customization of M&E Tools
- Design, adapt, and customize data collection and reporting tools to meet GSO and donor requirements.
- Ensure tools are user-friendly, relevant, and aligned with indicators, deadlines, and reporting standards.
- Provide continuous technical feedback on tool usability and improvements.
3. Data Collection, Validation, and Quality Assurance
- Manage and oversee data collection processes for over 160 volunteers nationwide.
- Conduct routine field data quality assessments, sampling checks, and verification exercises.
- Work with Volunteer Leaders, the Country Team, and M&E Assistants to ensure accuracy, consistency, and completeness of all submitted data.
4. Data Management, Analysis, and Reporting
- Consolidate, clean, store, and analyze quantitative and qualitative data using approved systems and platforms.
- Produce weekly, monthly, and quarterly reports and ensure timely submission to the Country Office and GSO.
- Translate data into actionable insights to support strategic decision-making, donor reporting, and organizational learning.
5. Capacity Building and Mentorship
- Provide ongoing training, coaching, and mentorship to staff, volunteers, and M&E Assistants on tools, frameworks, evaluation methods, and reporting.
- Facilitate M&E sessions during Pre-Service Training (PST), In-Service Training (IST1&2), and other capacity-building activities.
- Support the development and monitoring of volunteer and team action plans for continuous improvement.
6. Documentation, Record-Keeping, and Knowledge Management
- Establish and maintain secure, organized, and accessible data storage systems using G-Suite and other approved platforms.
- Ensure systematic documentation of all M&E records for accountability, institutional memory, and compliance.
- Maintain backup systems and ensure adherence to data protection protocols.
7. Reporting and Stakeholder Engagement
- Compile and present M&E findings for the Country Director, Deputy Country Director, Board, donors, and external stakeholders.
- Strengthen collaboration with GSO, other country offices, government agencies, community leaders, and partners to promote data-driven decision-making.
- Contribute to efforts to ensure sustainability of community projects beyond volunteer service.
QUALIFICATIONS:
- Master’s degree in Monitoring & Evaluation, Statistics, Economics, Environmental Studies, or a related field.
- At least five (5) years of progressive experience in program monitoring, evaluation, and data management.
- Demonstrated experience designing and implementing M&E frameworks for large-scale programs, ideally managing data for cohorts of over 150 participants.
- Strong analytical skills and proficiency in Excel, Kobo Toolbox, SPSS, Power BI, and other data analysis software.
- Experience conducting field assessments, impact evaluations, and data quality audits.
- Excellent reporting, communication (English proficiency is a must; additional languages like French and Kinyarwanda are added value), and presentation skills.
- Ability to design and operationalize M&E frameworks, logical frameworks, and theories of change.
- Strong skills in SMART indicator development, baseline setting, and PIRS preparation.
- Proficiency in mobile data collection, sampling techniques, survey design, and data quality assurance.
- Expertise in data management, database systems, and secure documentation practices.
- Advanced ability to clean, analyze, and visualize data for decision-making.
- Strong understanding of donor compliance and reporting standards.
- Knowledge of qualitative, quantitative, mixed-methods, and impact evaluation approaches.
- Skilled in training, coaching, and capacity building for diverse audiences.
- Effective stakeholder engagement skills, including government and donor coordination.
- Strong project management, prioritization, and time-management skills.
- High ethical standards, including confidentiality, data protection, and responsible data use.
- Ability to synthesize complex data into clear, actionable recommendations.
